ADRF is a development research/policy research networking
management in Asia which emphasizes Southeast Asia, South Asia and East Asia. From 2002 to 2005, the Thailand
Research Fund (TRF) undertakes
ADRF with part of funding support from the International Development Research
Centre (IDRC), Canada.
Since ADRF’s establishment in 1997
to 2001, ADRF’s focus has been to strengthen the Policy Synthesis in three main
areas : (1) Ageing Asian Populations, (2) Asian Economic and Financial
Governance and (3) Asian Conflict Management. Its working group manages each
main area.
Under the management of TRF from
March 2002, ADRF aims to broaden the areas of the Policy Synthesis. The
additional areas under current discussion are; (1) Changing Social Compacts (2)
Science and Technology Policy (3) Policy on Education or Learning.
“The ADRF’s uniqueness – Asian view,
Cross-National
view and Forward Looking view”
ADRF’s organizational structure consists of :
1)
Asian
Advisory Council (AAC)
The Asian Advisory Council is established in 2000. The council is
made up of policy makers, policy research managers and researchers with high
experience in both global and Asian perspectives. The AAC members assist in
giving advice to ADRF on strategic directions. The AAC also helps to extend
ADRF’s reach to audiences in both the business and public sector.
2)
Steering
Committee (SC)
The Steering Committee is composed of senior policy makers, policy
research managers and policy researchers from networking countries in the region. Prof.Vicharn
Panich, the TRF’s Special Advisor, chairs the ADRF
Steering Committee.
3)
Secretariat
Office
Currently, the ADRF’s Secretariat Office is at the Thailand
Research Fund in Bangkok, Thailand. Ms.Chutima Indaraprasirt is the Co-ordinator.
The
five main activities to accomplish the ADRF’s networking exchange are;
1)
General
Meeting
The General Meeting
will be arranged each 1-1.5 years. The 5th
General Meeting will be held on
December 2-3, 2002 in Bangkok, Thailand.
2)
E-mail exchange
New
members who are interested and wish to gain access to the networks within ADRF
may register in the ADRF’s web site. Once you have registered and identified
your interest areas, information related to your interest areas will be
forwarded to you automatically via e-mail.
3)
Dissemination and discussion on Web
board (http://www.adrf.org)
E-discussion
is an opportunity for ADRF members/ network countries to share/disseminate
their view/information regarding the ADRF’s policy synthesis within 6 areas
mentioned above. The discussion will run on the ADRF’s web board.
4)
Publications
“Ageing
and Long-Term Care National Policies in Asia-Pacific” is the first ADRF publication. The book is
published by ADRF in co-operation with The International Development Research
Centre, Canada and The Institute of Southeast Asia Studies, Singapore.
5)
The
Meetings to implement the results of Policy synthesis
“The Ageing & Long Term Care Seminar; April 2002 in
Bangkok” is the first meeting main activity. It was
organized by The National Health Foundation (Thailand) with TRF’s and ADRF’s
support. The objectives of the seminar are to synthesize ADRF’s research
results on “Ageing Populations in 5 countries (Hong Kong, Korea, Malaysia,
Singapore and Thailand) and present to the meeting participated by people from
policies bodies, implementing bodies, non-governmental organizations and the
academics. This will build the linkage between the current Ageing Policy Makers
and the Policy Researchers in the exploitation of Policy Synthesis within the
region.
Key Success Factors in Managing
ADRF;
Besides Asia Advisory Council,
Steering Committee and Secretariat, which are the mechanism in driving ADRF,
Policy Researchers, Policy Research Managers and Policy Makers are also the key
success factors in managing ADRF.
